Dr. Scott Portnoy earned his undergraduate degree from Tulane University in Louisiana and his medical degree from Tulane University School of Medicine. He completed his residency in Ophthalmology at Louisiana State University. Dr. Portnoy completed his fellowship in Ophthalmology at the University of Pittsburgh.

Dr. Portnoy is Board Certified in Ophthalmology. He is currently a member of the American Academy of Ophthalmology, Pittsburgh Ophthalmology Society, Allegheny County Medical Society, Pennsylvania Medical Society and the Pennsylvania Academy of Ophthalmology. Dr. Portnoy is also a clinical assistant professor of ophthalmology at the University of Pittsburgh. Dr. Portnoy is in practice at Allegheny Ophthalmology Associates. Dr. Portnoy has been in practice in the Pittsburgh area since 1990.

Dr. Portnoy performs cataract surgery and laser surgery at the Waterfront Surgery Center.

Dr. Portnoy has an ownership interest in the Waterfront Surgery Center.
